The Elm Village Master Deed, Article X1, section M, requires site owners to request approval from the village board prior to removing any trees.

If you’re concerned with a tree that is NOT ON your property:
If you have a concern about a tree that is NOT on your property, the board has adopted (as of 5/18/24) the following procedure:
- Provide evidence that the tree is not on your own property. If it’s clear and obvious, provide a picture. If it’s not, provide a copy of your property’s survey.
- Obtain an estimate from a licensed & insured tree removal company that details 1) confirmation that the tree presents a safety hazard, 2) description of the minimum* amount of work necessary to rectify the hazard, and 3) cost & timeline to do the work.
*The board has limited funds for covering tree removals and must be very prudent with spending village funds. - After submitting items 1 and 2 to the board, the board will review the application and decide how to handle the situation. Once a decision has been made, you will be contacted with an update.
This procedure was design around the provisions of the Master Deed, the Elm Village By-Laws, local/state laws, as well as the board’s fiduciary duty to spend village funds as prudently as possible.
